DK_TJM_Payment

This API is made to support the process for storing a TJM payment, but never
to overwrite an existing TJM payment.

Due to security issues we don't want to expose a GET service for TJM payment
with sensitive information to allow the consumer to check the existing
payment data. Therefore this logic is encapsulated with the IIB service
